Do not set IP address for bond in manual mode

For Hâpy, it's possible to set interface 1 to 4 as bond in manual
mode.

  • tmpl/00-eole.yaml: add check for method on bond interfaces.

Manage DHCP in netplan

  • tmpl/00-eole.yaml: add DHCP and take care to set “dhcp4: no” to make
    the entry valid for netplan.
