Doit permettre le support du bonding d’interfaces sans adresse IP.

Do not set IP address for bond in manual mode

For Hâpy, it's possible to set interface 1 to 4 as bond in manual
mode.

  • tmpl/00-eole.yaml: add check for method on bond interfaces.

Enable interfaces in manual mode

Netplan will only create the interface but does not enable it if there
is no IP address defined.

Ref: #24355

  • dicos/28_openvswitch.xml: add “systemd.network” for each interface
    for manual mode only.
  • tmpl/interface_1.network: enable the interface without IP address.
  • tmpl/interface_2.network: ditoo.
  • tmpl/interface_3.network: ditoo.
  • tmpl/interface_4.network: ditoo.
