Download Salt minion executables during “make install”

We download the windows executables from our website and put them
under “/usr/share/eole/workstation/saltstack” after checking the
SHA265 checksum

Distribute the windows setup binaries in a single package

The same package provides the AMD64 and x86 binary files.
