fix(salt-pip): can't install the `install` module

A double `install` in the `salt-pip` command line result in the
installation of the `install` module which fails now with:

ERROR: Could not find a version that satisfies the requirement install (from versions: none)
    ERROR: No matching distribution found for install

Makefile (SALT_PIP): remove the double `install` command.

Il y a un double install qui fonctionnait avant mais le module ne semble plus trouvé par pip, d’où l’erreur uniquement maintenant:
