Merge nevow-install-2527-3

Fixes: #2527

Change Nevow's setup.py to use setuptools if setuptools is available. This has the
user-facing consequence of installing Nevow as an egg if setuptools is available at
installation time and of making Nevow installable using the `easy_install´ tool.
