#23027 : revert de 15ab76df

L'exception sera gérée par ARV dans la configuration ipsec (connexion de type passthrough) si pas de roadwarrior.
Si une connexion roadwarrior existe, il ne faut pas d'exception => génération de conflit dans ARV (cf #24754)
