Simplification de l'agent RVP. Plus d'action pendant la mesure.

zephir/monitor/agents/rvp.py :
  • plus d'action pendant la mesure (ref #12074 @1h)
  • status.error en cas de non-ping d'adresse IP (ref #12073 @1h)
  • status.error systématique si un tunnel est tombé (ref #12072 @1h)
  • redémarrage rvp en cas de status.error sur Amon uniquement
